From reading the story it seems like they're trying to stop people from digging in the recycling bins, which should be considered stealing. I don't know what the law is down here but I'm sure it's similar. If I'm riding around anything I see in a recycling bin stays there.
I find the villages by me enforce the law as they make money off the cardboard, paper etc.. The towns dont.

It initially sounded like they are just trying to stop people from taking items out of the recycling bin. I never take items out of marked recycling bin's when I curb shop. What got me was this part of the article, "Minneapolis is also working on passing tougher penalties for anyone caught with large amounts of scrap metals in their yard. Right now, there is no penalty or fine." What are they considering a large amount?
Probably just finding another way to fine the hard working man..i live in mpls and have never taken items out of the WM cans..sounds like Waste Management wants the rights to everything..greedy bastards..
I keep everything in my garage..(same garage as JacktheScrapper)..i hope they are not guna start fining ppl for leaving a dishwasher on the side of the house...
Hard to earn a bit extra nowadays with big biz n gov chiming in...sometimes I wish I was older than 24...my dad tells many stories of life being better back in the day...too much legislation now..
Wtf ? You buy the property and pay taxes every year, which almost always go up, and they tell you what you can and can't have in your own yard ? Don't get me wrong but if it's in the backyard and out of sight who cares ? With all the problems we have right now I think they'd be more concerned with the foreclosure sign in the front yard not the "large amount of scrap metal" in the back yard.

First of all I think you all have it wrong. The artical is talking about taking items out of recycling bins which belongs to the city or county and is ellegal for anyone to take. The money from those items belongs to the city or county not the company picking them up, they get paid for picking them up. Many cities and towns have laws about what you can have in your yard, this can range from how many cars and condition of those cars to animals and anything that they deem to be an eyesore. Even the EPA has laws about storring certain scrap material on the ground. Even if there is no law about keepping scrap metal in your yard don't keep it in the front yard or it might not be there in the morning.
Whooaaaaaaaaaaaaaaaaaaaaaaaaaa, somebody is going to owe some one an apology when this is all done. Even I get what the post is, and why it's illegal. Complain about your taxes going up, then steal their one other source of income.
There is a problem in South Minneapolis. I have had a nice extension ladder grow legs, and a variety of other non-ferrous items go missing, some while we were at home. I do not begrudge a man trying to make a living, but stealing from someone's yard or private property is unacceptable and gives us all a bad reputation. There are a number of grocery cart scrappers who take the alum cans the day before, and while they are technically stealing from the recycling contractor who is charged with alley collection, they are also stealing from the homeowner who took the time and energy to separate everything. Why should they get paid?
I am the scrap processing manager at a large facility and never have to go to the curb, but it sure makes me angry to see the wrong that happens in the alleys. Last week I caught a guy sprawled in the alley taking a tv apart, and didn't want to move out of the way. Wow.

The city does not own the cans until they pick them up. They just assume people will give them all their cans. The people bought the cans, the people own the cans, they act like as soon as a citizen drinks the last drop of soda the city owns the can, it's crazy. I think the bulk of municipal recycling programs are greedy and could rant for hours on them so I'll spare you all that...

They have been working on giving the by law officers power here too, couple months ago I was out on gsrbage day with my daughter driving around whem I seen another scraper hop out to grab stuff, when I pulled a u turn to head to another subdivision I noticed the buggers in the township car following him but keeping a block back,

I bet ya these cities spend twice as much collecting the scrap than they ever make from it. Pay someone 50k a year plus benefits to pick thru the trash for 40 cent/pound al cans, your tax dollars being blown once again.

Oh they do, think two guys in a truck driving around drinking coffee, getting paid over 25 and hr plus benifits, plus fuel in the gas truck, in this town nothing last on the curb more then a couple hours,the couple bucks in shred they might picked up before one of us doesnt even pay for the first hour

I am going to try my best not to throw around words that are usually misunderstood.. Words like "Ignorance". So, you live in a town which collects your trash for you. That trash is paid for with your taxes. Your taxes are based on a budget. That budget is formulated based on previous years expenses and earnings. One of those earnings is recycling windfalls... Some towns hire outside firms to handle their recycling and garbage pick ups. These bid on an RFP (request for proposal). In the RFP are figures and estimates. These include tonnage #s for all of the different types of material they pick up. What keeps the cost down is the money that is made off of recycling.
You all may think that is greedy or they are beating up the little guy.. But, the owners of these companies often times were little guys themselves once building up a business. They bid on accounts or service accounts based on observed tonnage numbers. When the valuable material disapears.. prices go up. That's when the customer starts complaining that they should not have to pay more for garbage removal service. Yet, you guys don't see this as stealing. So, while the guy pulling cans or stealing cardboard off the street may not be hurting anyone in your eyes.. That person is directly impacting the garbage company which indirectly impacts the customer of that garbage company who services that location.
This isn't about greed. This is about business. It is no different than if you won a bid on something and when you went to pick it up half of it... or even worse all of it was missing. You would be pretty pissed too. Especially if you put in time and effort to win that bid.
