First, a D630 will fluently run Windows 7. It won't be as quick as a new PC, but I own a D630 and it's plenty. I don't know the RAM and CPU, though.
To sell them legally, you either have to purchase new OEM keys ($100 USD for Windows 7 Hom Premium), or you can go through the work to become a Microsoft Registered Refurbisher.
Or, for less money (But maybe similar profits), you can sell them to a buyer on here as they are. If you go that route, don't destroy the Windows XP COAs. You'll kill the value.
Full disclaimer: I'm a laptops buyer here. I dock for missing/damaged COAs, but some buyers may not.

Will a buyer here pay $33.33 for a D630? It depends on the completion (and specs) of the computer. By the time that you have added/upgraded RAM and installed an Operating System (legally), you'll be in them for more. To sell them on eBay, you'll want to add power adapters. Those can fetch $8-9. Then, you need to ship them. And, don't forget to account for eBay and PayPal fees.
I don't know what your margins will be? But, if the laptops are complete and decently-spec'd, you may be able to make a small profit from a buyer here. Will you make more on eBay? Only you will know that answer.
The going rate for misc. unknown condition laptops usually run 1.50 2.50 ea.
