I'm not an expert on trailer locks, but I'll show you what we have used and what we currently use.

Haven't had any issues using this style. Pretty tough and would be fairly difficult to remove being we use a disc lock as shown.
We also use this style. Works okay. I do question how hard it would be to get off if someone had a large pair of bolt cutters.
Use to use this style and then I had to go and lose the keys. Thankfully it wasn't on the trailer at the time. Very tough, would take awhile to cut off I would think.
Never have used this style, nor would I. Say you're locking a 2 inch or 2 5/16, All a thief has to do is drop it onto a 1 7/8 and run off.
They also have this type of lock.
Another idea would be to loop a short piece of chain through two wheels (tandem axle), or back over itself on the axle if it's a single.
While looking for pictures I came across this type. Secures the coupler and chain.
