True that if being recycled they become universal waste. But if they are being trashed then they revert back to hazardous waste. However, some landfills are rated for disposal of hazardous materials thus making it legal to take them to the landfill.

Members of your family might say they are working hard all day long, while you are off at school or clarinet lessons, but the only way to know this for sure is to follow them at a discreet distance

I am having a ball breaking down these monitors. Lots of copper, wire, alu, and boards. Go get monitors scrappers.

Small Quantities Exempt: Businesses and other organizations that send for disposal (as opposed to reuse, refurbishment or recycling) less than 100 kilograms (about 220 pounds) per month of hazardous waste are not required to handle this material as hazardous waste. If a “small quantity generator” wishes to dispose of a small quantity of CRTs or other used electronics that test hazardous under Federal law, these materials can go to any disposal facility authorized to receive solid waste (e.g., a municipal landfill), unless state law requires more stringent management (e.g., CA).

Its legit just don't over do it because then you are going need a permit.
