I can only guess but looks to be a giant Capacitor , i would figure brass or SS for the threaded rod . No PCB's is good but avoid the liquid regardless - combustible is enough for me -
this is a dangerous project , as to value, I bet by me the yards would not buy them from me with out some doc saying
I have them legal. if the yard takes them as is , i feel they will probably pay as if it is a blaster .12 to .14 per pound .
I have collected items from electric companies brass and copper or AL . If i had the item it would be hard for me not to open Pandora's box. But commonsense tells you this is toxic

wile a transformer has copper a Capacitor holds liquids that are controversial . a transformer can have a Capacitor in side ,this might be a big a** Capacitor with no real copper inside

and another, here's the MSDS specific to Dielektrol VII: PDF file

all in all this liquid isn't that much different from really strong paint thinner

BUT huge issue here, you must have a legal disposal site. This liquid is not something you're going to pour on the ground in the back 40

personally I wouldn't touch this job, not out of fear of the liquid, but the hassle of properly disposing of it.

According to the MSDS, it is disposed of via incineration, with the production of water and oxides of carbon. Basically the same as burning fuel oil.

I do purchasing for an electric utility for my day job. Even the no PCB capacitors get shipped to my certified disposal vendor to be fully incinerated. I don't recommend cracking those open.
