I DO like your List but will add that yes, the correct number of "P's" does make all the difference...Rule #7.
And of coarse getting Scrap for the price of your Minimum Overhead (#4) is always good, paying for it does put you in the drivers seat and can cut down on time wasted running around looking for it.
