My guess is that to many people are stealing them or something. Then they crush them before anyone realizes to check the yards, and then the scrap yards are probably being sued for accepting them.
I have nothing against titles or anything, but when you do foreclosures, there is no titles for the vehicles, so since yards are requiring titles, then you know all the junk vehicle guys are, so that is where I am at with, what the hell am I going to do with the foreclosure vehicles?
The property preservation companies have to going through a process with DMV before being allowed to call/contract anyone to pick up vehicles, boats, rv's, anything registered with DMV. Once that process is done which gives them a right to ownership, they are allowed to do with it, what they please.
Just like if someone leaves a vehicle at my father in law's body shop for 31 days or more, he just has to go to DMV and file some paperwork and then he owns it.
All I have had to do in the past, was do a bill of sale on foreclosure vehicles, and have the individual contracting me, sign the document. Now it seems without a title, everyone is getting screwed.
