    It's my guess that if truth be known, there is a government (that's right, using our tax dollars) subsidy involved. I would also venture to believe it's going to be paid whether they are accepting TVs or not (much as the farm subsidies pay farmers not to grow, and even gaurantee them a profit on crops that didn't yield as much as they'd hoped for, also using our tax dollars)
