    Is that pic looking into the base? There's a cover top the motor that might be just a top cover, kinda like a hood. You might be able to see the brushes and top part of the rotor in it. I'm hoping it'll fire right up. It may have just been retired due to non use
    Where I lived in TN I ran a 220 to a back window unit that never saw much use, and eventually pulled the unit and later pulled the wire out under the house and used it like a 220 extension for use outside. I plugged other AC there for testing, used it on a welder too. It rolled up easily and tucked under the porch, and could be turned off at the main panel
