    I don't know why everybody is talking about ballast, he never said they where florecant lights.

    about 25 4x6 light fixtures
    I'm not sure I've seen a 4x6 light fixture, might be what they thought was a florescent

    not sure if it's a possibility but my guess on that would be 4ft long, 6 bulbs wide(6 wide is rare, and probably very old), but after re-reading the OP it could mean 4" x 6" fixtures, most likely recessed (which at this point I'd guess is quite possible ; )
