    I think the first pic is a voltage stabilizer. In case you have a brownout you can dial up the output voltage to where it should be. Esp. handy for computer equipment. #2 looks to be the insides of an amateur amplifier. Just guessing here. Definitely a big rheostat there. Looks to be home made.

    One of my ex-suppliers (electronic) used to have something real similar with a volt meter attached. One day he noticed the meter hovering around 105 on the meter, and our lights looked yellowish. Called Nipsco and complained, come to find out our whole area around the lake was browning out under peak loads. Burned up his air conditioner. Didn't affect all the computer equip. cause it was all run thru the stabilizer.

    the second pic is a voltage amp testing equipment from a company that I get my stuff from for free, and I got a slew of Sun Microsystems for free and also bunch of SuperMicro server brand new in the box, four big boxes consist of free goodies, and lots of other goodies.

    had a great day friday over 3 tons of computer scraps.

    I bet you could more then scrap value for it if you can find a working Electric chair. haha!

    That sucker is scary looking. Second thought..you should keep it for Halloween, an set up an electric chair!

    It's a Variac. It is used in electronics testing & repair to vary the line voltage to the device under test.
    It does not provide any automatic voltage regulation.
    Ebay or Craigslist is the right place for it.

    You might want to check out the prices before you do, and these are the little brothers. I'd run the #'s and you might be surprised at prices. As clean as it looks I'd say it would be a good seller.

    Like spinroch said, the first is a variac or variable transformer. It can't increase your voltage (incorrect, see edit below), but can reduce it. It is manually adjustable from 0 to 100 which looks like 120 vac from your plug attached to it. I use one similar to this to vary the speed of my electric die grinder. It works great, but you can easily burn it out if you hook up something too big. The best thing to do is check the amp load it can handle and keep your equipment under that.

    It's easy to check to see if it works, just plug in a lamp and use it like a dimmer.

    (post edit - This one is a little different than the ones I've used and actually CAN increase the voltage a little. If it's a model 116, it can go up to 140 vac. I think everything else was ok, but I don't like giving out bad info. )
