Ask your buyer. The only opinion that matters is the person you're selling them to.

Leave the chips, and remove the heatsinks/copper.
I wouldn't just send 2 in, I would get a nice load or it may not be worth shipping, checkout shipping and logistics section.
Ewasted says you only have to remove "oversized heatsinks" so I personally would send in the red one as is. But again, if you're sending them to him just shoot an email and ask how he wants them prepared. That way you are assured maximum profit instead of just a lot of opinions...
In our shop this heat sink is oversized and would need to come off. Certainly can't speak for another buyer though.
