    If you find stuff like that in dumpsters around here, someone has a crooked employee.
    Has happened more than once and that's how they got bagged. caught red handed pulling items out with the tags still on them.
    If I come across such a score I leave it be.
    No real chain stores here (yet) with orders from management to purge, just local owned and operated and tossing inventory does not happen.
