Never an oil filled welder transformer but did once strip out three huge hydro transformers. Put a bit of oil onto a rag or some paper towel if it ignites with the flame from a BIC you got lucky and there is no PCB;s in the oil.
Oil with PCB presents a disposal problem as well a potential health problem - PCB's are a known carcinogen.
Oil welder?
Either an oil filled transformer as Alloy suggests, above, or do you mean an "oil FIELD welder"? --A big welding machine? Maybe gas or diesel powered?

Uhm, alot of modern transformers are filled with not readily flammable oil...which is NOT pcb.

I am not positive but so far as I have seen and understand AMERICAN MADE oil filled transformers produced after 1978 are not PCB. It's highly likely as most modern welders are no longer oil filled that the transformer in your welder is filled with PCB and as such you should not even mess with it.
