Actually a frequency spectrum analyzer and O-scope, for testing transceivers (radio receivers/transmitters) up to the 1 GHz range. You might have a better than scrap item there!

That is a oscilloscope, I think made for something special, as there is features added that are not on most 'scopes. Even looks like a slot for a floppy disk. Maybe part of the memory storage. Definitely high end in it's day. If it powers up it should be worth 50-100 to a hobbyist/radio-geek.
I found the Instructions for it plus a total description of what it is, does.

Mechanic, before I even click on any of the links, I have to say there was no power cord with it. Not sure if that is going to matter?

someone that knows how to use it can most likely rewire it to use a different cord. this will affect the value, but still probably a good find
Currently looking for a job in or related to scrap/recycling. Relocation is possible for the right offer.

Can you post a photo of the power cord area? Is it a cord that was cut, or a cord that plugs into it?

Even if the power cord is soldered to the power board it's a fairly easy fix.
I replaced the power switch and cord on a nebulizer this morning.

Yep looks like you have a winner there, a tower cord would be the right sizes wire for the draw on the cord.

If the yard you work at buys insulated wire I'll bet you can find a power cord that will work.
