Insurance companies consider that a major violation too. I was surveying properties for them for a little over a year. I'm also in the country and I can say that I have seen much, much worse. I always hated having to report debris as a violation. I would try to frame my pictures to keep it hidden. Often there are many unknown reasons for the accumulation. Then as a scrapper myself I can totally understand having a pile of stuff that needs to be torn down. Or just waiting for prices to rise.
Why the concern over what this guys yard looks like? If he wants a bunch of scrap in his yard that's his business.

The large pic of the small board with all the little pins on one side and the two big chips on the other is an Apple CPU board. Don't toss it in with your standard boards as it should go as a slot CPU.
i have a small coffee can of mixed orange and black tantalum caps, pain in the butt to acquire them lol
