War on Scrappers : KY proposed law

A KY state representative has announced that he plans to introduce legislation in January of 2012 that bans the sale of scrap copper by anyone other than a licensed contractor or an authorized resale representative.

I tried to do a link below, don't think it worked. If you're interested, you can just Google it.

It never seems to end. So far we don't have all the rules and regulations, but I'm waiting for it.

Kinda counter productive. Now KY small timers will simply hoard it & take it out of state in quantity.

I'm gonna have to read up on this later, I'm on my phone right now... Bit I plan on starting with a letter or phone call to my metro council man. However worst case scenario, I'm about 15 mind from Indiana, guess I would start using a yard across the bridge. SMH seems like KY keeps making more and more laws that sends out money over that bridge!

So many legit ways to get copper . but this is an attempt to get the thieves I would assume . What might be needed is a registry of people who sell copper . Still sounds like Communism if not worse.

I talked to the owner's son today at the yard where I go. He said they and other yard owners feel that this law will put a lot of yards out of business. He said there is lobbying going on in Frankfort to try to stop it. I asked him if they might put together a petition that people could sign at the window and he said that they might.

People who scrap might just have to register as a type of contractor most likely $600 each 2 years that will consist of state licensing that will have a need to renew each 2 years . Liability insurance . Also theroiticaly you might only be able to get copper from town you have license . In NY you need a separate contractor license to do work in Nassau county Suffolk county Queens Brooklyn NYC & in some case each town is very close to each other so a truly busy contractor has to spend lots of money each year. to work in NY legal

i wasnt kidding about the concept, but i didnt bother to explain that he would possibly buy it for slightly less than the scrap value in order to have his profit margin match his income taxes. nothing is free

You can do that ? Just say you're an electrician or plumber or general contractor and they will give you a license? You don't have to take tests or prove anything?
    Really?

Well you know also if some one is not careful they could also buy it below market value & have a loss , I believe company's write off losses
    -----------------------------
All this sounds like a bunch of bull as keeping people busy , working , making money is the American way
all forms of income are tarnished be individuals who want to steel from a viable industry ,
hence - inside traders, emron , Get Rich scams - I am just assuming this proposed bill is to control individuals who steal copper from people. I heard people have taken AC's from peoples homes or raided rail yards . Or is it scrappers are taking money from the state who want to be the final collector to have white appliances AC's for there own gain .

What i am sure of is this, scrappers put there hard earned work IN & put that hard earned $$ back into the economy some times as fast as they get it. I took my family out for dinner last night the restaurant owner did not ask me how i made my money but he sure was glad to see 6 people eating at his restaurant.
A little short went a long way
