    Town permits to scrap?

    Just wanted some input on the concept of town's requiring a no-fee/low-fee permit to legally and openly gather larger (non-aluminum) roadside throwaways. The notion is being bandied about by a few nearby municipalities -- where I might opine on the issue at upcoming meetings.

    One problem I see is a town allowing scrappers in by permit could find a rush that pits one permit-carrying scrapper against another.

    Anyone live where such an ordinance is in place already?

    If your going to speak, I'd suggest pushing for a one time permit or else they will nickle and dime you every year with a rate increase.
    If it wasn't for the $ in $crap, it would just be.....

    No permit in my town, But I have about 20-30 rivals im up against. I know of 9 that live in town. It would keep the competitors away. Most would not buy a permit. It would be nice to see the days again where you dont see a scrapper when your pullin out of your driveway to go look for scrap, Then see another a couple blocks down, Then another comming out of a subdivision, and then you shoot across town and there is another. Look in your rear view mirror and theres one behind you. Stop to grab something and one stops and asks if you are ganna take that or gives you a dirty look for getting something before them. Go home and theres another comming down the street. AAAAHHHHHHHHHHH!!!

    It depends on enforcement. Just because it's on the books doesn't mean doesn't mean anyone will keep those without the permit from picking up scrap. Then you'll just be someone who "played by the rules" but gaining nothing.

    Case in point: A few years ago in my town, a new town clerk found out she could require guys who plow snow for others to pay a fee to register (no sticker or anything like that involved). I paid the $10 and listed my business. I asked what happens to those who don't pay then fee and register. She said "I send them a letter" (whatever that would do). Next winter, there were only three guys registered but dozens out plowing. No letters were ever sent. Nothing happened and eventually it was forgotten.
    People may laugh at me, but that's ok. I laugh all the way to the bank.
