was the cord too small ? shouldn't a 15 amp circuit power a 15 amp tool, long as the wiring is all good ?
Actually, the biggest load you are supposed to put on a 15 amp breaker is 12 amps. You are allowed to run up to 80% of the circuit breaker capacity. So a device drawing a full 15 amps should trip a 15 amp breaker. It might just be that it can take up to 15 amps to get the device started and then once it gets up to full speed it draws less. Some breakers are designed for that. Or sometimes the breaker can get faulty.
