I'm in polk county Florida and things here are highly regulated. South of here,in Hardee county, the largest yard buys no questions asked and pays $200 cash, balance in a check that day. thousands of pounds of number #1 is bought each day from tweekers . The cops aren't bright or ambitious enough to do anything. Makes it hard to deal legit if you must sell while down there.

I sell most(all) my scrap in Pinellas or hillbourgh couties (fl) and have never had to take a check, always cash. Yes the new law on batteries can be hard to deal with and it includes sealed lead acid batteries but I did find a yard that will buy them no questions asked but they only pay .18#. The only time I've had to accept a check is when I sell my e-waste but thats not a problem. I just go up the street and cash the check and have cash in pocket before I get home.
