Plastic on aluminum tubing from fridge

Does this plastic need to be removed from tubing? Is it suppose to be there or did something get to hot?

I always remove it. It's heat shrink which means it's not glued on. If you slice it with a utility knife it should peel right off. From your picture it looks like it did get too hot and some melted.
If it wasn't for the $ in $crap, it would just be.....

I could scrape it off (in the middle, I didn't try the end) but it is more like painted on or dipped. The black is like soft tar. The fridge is old, fiberglass (like in a house) insulation, a 1 piece aluminum freezer and one piece steel fridge "tub".
