Depends on how much protection you want it to have...some large awkward items just need a shipping label and go. Otherwise you are going to need to make your own box...I have shipped drive shafts via FedEx with a 2 piece custom box or basically your going to put some padding on the bumper and skin it with cardboard. Easy to over think it but don't.

Telescope two "lamp/pole" moving cartons together. The caryons are usually 12x12x40 inches. Find a supplier like uline contact a moving co or home depot may even have them. Be sure to fill the voids with crumpled paper.

I don't know if the service is still available, but a guy I know that sold used auto parts would some times ship long items such as bumpers and dash boards by Greyhound bus.
Not sure if they still offer it or if it's the best price option these daze.

A great place to get free heavy duty packing materials is places that replace vehicle radiators. The Truck places are the best bet, but you might get some boxes at a radiator repair shop that does smaller vehicles. The material is 1/2 inch or thicker.
Large pieces of bubble wrap can be had at places that sell new furniture. They sometimes have heavy duty cardboard also.

Is it a "pretty" bumper or one of these:
If it's anything like that DMI, it'll be heavy. I'd put it on a pallet or two and talk with our resident freight shipper. He'll likely be cheaper than Greyhound. A bumper like that DMI is way too deep to put in a box.
If it's just a light bumper, I'd go with the lamp boxes, too. Just make sure to protect the edges- there will still be a decent amount of weight in there.

That I'd send via a long box, or palletized only if it were carefully secured. A dent would ruin the value on anything for a Desoto.
As for the DMI bumper, I don't think you could damage one of those. Just throw them around and you'll be fine
