Okay. If you know it is stolen, but still want to scrap it, you are making a horrible and terrible error in judgment. It is inherently wrong. METAL THEFT IS HORRIBLE AND MAKES EVERYBODY WHO IS LEGIT SEEM UNTRUSTWORTHY.
This is a very good opportunity for you to "practice" good business practices and also give yourself a good rep by being honest. Call them up and tell them you found their wire!

If the kid had stolen a lady's purse, and taken the credit cards out of it, but left the cash, and you found the purse, what would you do?
give it back
Then as tempting as it might be to cash in on that "found" roll of wire, you know what the right thing to do is.
If you do call Verizon, good luck finding anyone with a brain. I went round and round with them for several months over a bill before giving up and going to another carrier. That isn't to say you shouldn't try to get it back to them.
One phone call is all it would take. They will either say yes we would like it, leave it by the front door and we will grab it. Or they will say just keep it. Simple pimple.
