Its cheaper to dig up new sand then it is to take the lead out of old glass and reuse it. The cost of disposing of old CRTs was to pay for their reuse but greedy companies just pocketed the cash and dumped the dirty glass. If the US gov actually paid inspectors to monitor all recycling companies (tax the companies for it, keep the inspectors moving around so bribing doesn't work) things like this would not happen.
Lets face it, if only 1 out of 10 companies who recycle cheat they will eventually be the only ones left in operation because of economics.
Saw that coming. Only way they saw this as a win/win. The state doesn't look as bad and the company doesn't have to pay anyone anything. Feel sorry for anyone who worked there as most of these decisions were probably done by upper management/corporate.
