As one who lives on a sandbar, an goes through this just about every year. Whether flood damage, wind, etc.
I will contact the homeowner direct during these times, as said before..sometimes they need to pile it up at the curb or near it for insurance purposes. When Sandy passed through several people got in trouble for taking things out on the curb, as it was left there for the insurance folks. They come down in droves when we have a hurricane(the insurance people, not scrappers) so it's usually not much waiting. Week or two in my past experience.
Point is..ask the homeowner. It's their crap.
My past experiences with this kind of stuff, have gone well for me.
