I would pull the socketed ic chips for sure.

I'd leave alone and sell as mid grade unless you have a large amount.
I would remove the aluminum heat sink under the three legged transistor but leave the IC chips in place. Not sure about the large aluminum foil capacitors. They add a lot of weight and detract from the grade of the board but removing them might confuse the sorter.

The one with the Window in it is an EProm. The ones without the window are Proms. EProms are worth a bit more, but you are looking at around $3.65/lb for Proms, I'd personally pull the socketed items, the board itself seems to be Midgrade (Which I get a whopping .88 cents for local) but with Proms and Eproms paying much more- I'd pluck anything socketed and set aside in my bins and put the board in your Midgrade Green/Green pile.
I'm so into scrapping.. When my Steel Toe Boots Wear out, I cut the Steel out of them and recycle the Toe!
I agree. I used to get a regular supply of boards similar to these. They were a combo power and control board and since I got good amount of them I would remove the large caps and transformers. I would package them separately and get what I considered a good price from my buyer. Mike
