No for your normal every day computer at home the liquid is simply distilled water. Sometimes people add "Water Wetter" to it. It's an additive to water that reduces it's friction and allows it to flow more smoothly.
Distilled water is used because it often has very few particulates in it. This allows you to spill some on electronic components and still have a "Chance" of saving your equip. My friend had a pipe burst in his while it was on. 6 liters of water later after letting it dry it fired right up.
People more dedicated to the cause do use other liquids. You can get "Hospital grade" water. At $15-20 per gallon not many people do. This is much cleaner than distilled.
Now super computers or huge servers are normally cooled with a special liquid, but can also be water with special additives.
