Feedback is also important to sellers. You can't threaten to give bad feedback, that's against
ebay's rules. But the worst thing a scrap seller can get is feedback letting everyone know he's cheating the buyers. But he should know you are willing to give a fair review of the transaction once all is said and done... either good or bad... be careful, if he says you are threatening him they will kill your account.
Ask for a partial refund... say $10 - $15. (without sending anything back) That may make him happy and you happy also.
Normally shipping will be less then what he charged you.... but return shipping is usually on the buyer and sellers won't refund shipping costs either way... so if it costs $20 to ship and he refunds you $30, you will only have $10 of your inital $60 back. $50 loss. That's why I would say demand a partial refund. Sellers are receptive to that more then full refunds. I know I am.
I can guarantee you he won't refund the $30 shipping and $30 cost... only the $30 cost after you shipped it back to him.
