The requirements for CRT disposal has been loosened. They can be dumped at landfills that accept hazardous materials...it's up to the landfill as to whether or not to charge you. There are places that purchase CRT's since the state pays them for recycling/handling them. Scrapyards usually aren't set up to handle CRTs, so look into electronics recyclers in your area. You may have to save up a lot and drive them further. There is a limit of 7 per year per resident to be turned in and be applied to the California reimbursement. So, if you find someone that is buying them for this reason, you need to get the name/address/phone of the person you got the tv from because you will hit your limit quickly.
There is a place in Sacramento that I take mine to that pays 0.06/lb for them, and they even accept just the tubes after I take everything else off (even plastic) to be sold.
I wanted to make an update on this. The local transfer station accepts whole CRT electronics for free, but the bare tubes are considered regular trash so $20 for a truckload. It looks like the electronic waste is managed by CEAR (
cearinc.com) so they are actually going somewhere to be recycled which is good. They have dumpsters there labeled with CEAR there just like Sims has for metal.
