For California Scrappers: "Intent to handle e-waste" notification for the DTSC

This thread if for scrappers in California. I was wondering how many of you have submitted your notification to the Department of Toxic Substance Control for your " Intent to handle E-waste". I know that most guys dont and do things under the radar but, im trying to start a legit business and want to make sure that all my ducks are in row. The Application online asks for a facility location. My business licence doesnt permit for having a facility and my business is strictly mobile. The hotline for the DTSC is an answering machine and they rarely call you back to answer questions. Here is the link where you give your notification:

You may need to investigate a little further but in Pittsburgh we have alot of vacant office space. I found a company that will give me a one room office with a receptionist that answers in my business name for as little as $150 per month. This may be an option because as you stated yopur business is "mobile". Good luck.

The city told me that it would be ok for me to have my office at my place of residence but, I would not be allowed to use my property to store or dismantle items. I may be able to just put my residence address as my facility to fill out the application. I just dont want the DTSC to show up to do an annual walk through that they do at other facilities even though I dont have a facility. I have an appointment with a lawyer tomorrow so hopefully she can clear some stuff up for me.

Thanks for the tip. Wow that sounds like a great price for an office. Here in California office space rentals are crazy expensive but, maybe with the economic slow down there are some deals but, I doubt there is anything less than $600/month. that is just my guess though.

I believe I just read a post recently, quoting EPA regulations, that ewaste which was returned to a recycler was not regulated somehow?

I think those are two different things. The EPA has a rule that states if you accumulate more than 5,000 kilos of ewaste you have to obtain an EPA ID number and follow other regulations. The Department of Toxic Substance Control requires that people that plan to handle or collect need to give a notification. Here is the link to that information

Dont forget that if you register with the state as a certified collector you will be able to cash in on electronics waste recycling fee that is charged to consumers at the point of sale. Your certified recycler will share a portion of this on all kinds of devices with screens so that may help offset some overhead. boe.ca.gov/sptaxprog/ewfaqsgen.htm

I'm still trying to get a straight answer from my local authorities regarding CRT disposal. I keep hearing about the state loosening their requirements, but they still charge for disposal by weight here at the county transfer station. Meanwhile, the city takes drop-off for free at their recycling center. Additionally, some places here in CA are now buying CRT's??? It's hard to keep up with it all...
Has anyone in California had luck selling whole CRT's to a recycler/scrapyard? Hmmmm...

The requirements for CRT disposal has been loosened. They can be dumped at landfills that accept hazardous materials...it's up to the landfill as to whether or not to charge you. There are places that purchase CRT's since the state pays them for recycling/handling them. Scrapyards usually aren't set up to handle CRTs, so look into electronics recyclers in your area. You may have to save up a lot and drive them further. There is a limit of 7 per year per resident to be turned in and be applied to the California reimbursement. So, if you find someone that is buying them for this reason, you need to get the name/address/phone of the person you got the tv from because you will hit your limit quickly.

There is a place in Sacramento that I take mine to that pays 0.06/lb for them, and they even accept just the tubes after I take everything else off (even plastic) to be sold.

Raw and Noble, thanks for your input. I'm fairly isolated, so much of your info doesn't apply to me....yet . However, it is exciting to know that a new opportunity is opening up here in the Glden State.
