semi-local..........Not right down the street but within 50 miles LOL
A different zip code or another area code, George. This could include many distances. I guess it would depend on your transportation.
A plane ride from Chicago to Milwaukee would be local by air, but a long way on foot. I'm gonna guess a scrap trucks semi-local radius would be 100 miles, but not less than 50 miles...

Update: I meet with the company next thursday......They ended up taking apart the computers themselves and want me to price the individual parts, etc.........I will give em my best pricelist and see what happens
