It pretty much sounds like you know what you are doing wrong by storing all that scrap outside and having to put up a privacy fence to try to hide it. If you store it out of sight in a garage or outbuilding or storage unit it would be better. Processing/storing
escrap at a residence in gonna throw up red flags.
What I do in my backyard is no one elses business! If you have up fencing why sholud someone care? Don't make noise early or late, keep stuff to a minimum and others should not care! This could be another scrapper instead of a neighbor who turned you in... I know my neighbors and they know what I do, they have given me stuff in the past.
