    I could see this license thing happening just to generate money for the state and local governments.
    I knew it as soon as I started reading your post.
    For some reason I also just cant see it happening, how will they enforce it, while I am out scrapping or just to drop stuff off at the scrapyard?

    It may end up that you will have to show a "permit/license" before you sell to your local yard, let them do the enforcing,,,

    Yes here in NC such laws are already in effect. When I called the yard for pricing the only thing she mentioned needing a licence for was converters.

    The way I see it if it comes to the point you have to have licence to haul in anything but steel its just gonna make peter rich. Peter has his licence. Paul does not. Peter pays paul for his scrap and then peter hauls it in. Basically adding a middle man.
