    New Indiana law??

    Apartment complex up in arms after thieves steal 40 AC units

    Just read this story on local news page. Did not know that this was going into effect in July. Anyone else know anything about it??

    According to the Vice President of Steel Dynamics and Omni Source starting July first scrap yards in Indiana won't buy condensers or catalytic converters from you anymore.

    "Perhaps this individual isn't aware that starting July 1st you can't sell those in Indiana if you are not a licensed HVAC contractor nor catalytic converters unless you're a licensed auto parts dealer," VP SDI/Omni Source Ben Eisbart said.
    This would ruin the car scrapping industry here in Indiana if they truly ban the buying of Catalytic Converters. Now I'm worried every car I will want to buy will be worth $80-$100 bucks less than before.
    I'm so into scrapping.. When my Steel Toe Boots Wear out, I cut the Steel out of them and recycle the Toe!

    I guess you could get licensed and then do pretty well with decreased competition.

    Hate to see more laws but maybe it will keep refrigeration gas from the ozone. Too many people popping these things anyway.

    I'm not sure who's worse, the thieves or the Indiana politicians. Oh wait...aren't they the same?

    I have read through this twice.. and probably will 100 more times, but it appears that there will be no "If's, and's or but's" about it- if you buy a vehicle in the State of Indiana- it absolutely has to have a title, and you will have to present a copy of that title if you want to sell the converter off of it.

    I know that this will attempt to curb theft of people hitting dealerships or peoples vehicles.. But what if they just load up their "loot" and drive to Illinois or Ohio? Or Ebay them? Or ship them out of state? Theives will always find a way to screw it up for everyone.

    My question comes in with the first thing they mention this "(1) a certificate of authority for the vehicle that: (A) is issued by the bureau under this chapter;"(B) authorizes the scrapping or dismantling of the vehicle;

    Sec. 18. Before a person sells a vehicle to, gives a vehicle
    to, or disposes of a vehicle with an automobile scrapyard, the
    person shall give the automobile scrapyard:
    (1) a certificate of authority for the vehicle that:
    (A) is issued by the bureau under this chapter; and
    (B) authorizes the scrapping or dismantling of the vehicle;
    or
    (2) a certificate of title for the vehicle issued by the bureau
    under IC 9-17-3.

    So what does that mean? Does that mean that if I buy a car- and it has no title- I can still buy the vehicle if I have the seller sign some state issued form saying they are OK with me scrapping it? I have to get their permission? Does this mean that I sign something authorizing them to scrap it (I would think bringing it in would be their first clue but....) Will a Bill of Sale become worthless and obsolete? Or will I need it and this mysterious "form" as well?

    We already have those laws they went into effect August 1st of 2012 here in AL.
