Now down to the meat of this. You are new here, but seem like good people. Where are you located, and more importantly, where is this load located? I'll bet that if a member of the forum is in the general vicinity, they would drive by the location to see what is happening. I know I would do that for you if it was close to me.
The distance between you and the load may help us understand the situation better and how much you will be out if this goes sour.
I agree with Parrot, my thought was that an attorney is more money out of pocket. and most lawyers work at their own pace (they're busy) and it seems as though time is of the essence.
Trust me, he doesn't want to give you your money back either, he'll get it on the first truck out of Dodge if he can. He doesn't want to deal with Small claims court, or any of those hassles...
As for law enforcement, stop by the local sheriffs office (Or call in advance), explain the situation. That you made a purchase, and are having a hard time getting it delivered. that you plan to show up and take delivery in person, but would appreciate it if a deputy could be there to make sure there are no issues. That you're afraid that it might not go well based on their lack of communication. If you have all of your paperwork in order, shouldn't be an issue. Had to do this to repossess a few semi trucks we sold on a good faith agreement.
Where is that load located? I agree, I know I'd swing by for you if it was close.
