Are you looking for someone to bring in materials, or send out materials (Scrap, and more than scrap)? The skillsets will be different. For incoming, I'd look into someone with an advertising background as much as anything. For sending out scrap and more than scrap value items, an IT background is much more important.
What I can say is that the commission-based employee never did too well. After a few months, he really started slacking off. When I was buying from them, it actually got to the point where they set up a table and had me test my own computers and parts.
