Does anyone know if there are EPA or DOT requirements for transporting batteries? I would imagine it is above a certain weight or quantity.

Intra for the most part

Guy could own a salvage yard and taking his batteries to the scrap yard. He's still "generator". Then it's a matter of how long he took to accumulate those batteries.
