    There is a guy introducing this bill. In a nutshell, scrapyards will not be able to buy scrap from a guy unless the guy can show proof of ownership of the item he is selling.

    It is insane. Right?

    Things keep getting harder each day. I have been getting my customers signature and phone number on paper along with the AC units model and serial number to prove ownership. I have yet to need this but I am gearing up for that day!

    you bet your A-- it will fly ! I have been warning about this adnasuem. and it is going to get worse. the ruling class is out of touch with us real folks. they will take the easyest way to solve a problem they dont even understand. they pass a law or regulation and believe that is the majical answer to all problems.,and never considet the unintended consequences of that law or regulation. they will first throw up a trial baloon and discuss passing a law, if that gets to much flack then they will quietly creat a regulation to acomplish the same thing. This fed gov who proclaims to want to creat jobs passed over 7000 new regulations last year alone, each and every one has an effect and puts x number of people out of work.

    check on getting a scrap brokers liscense, in most states it is like $50 with little requirement to qualify. my guess is in the near future that may well be the best $50 you ever spent. I have had several car lots over the years and put up with all kinds of regulations and stacks and stacks of paper work, untill I discovered a brokers liscense makes that all dissapear. just my .02

    Thanks for the info on getting a broker's license. I've been asked to show id here and sign something that says the scrap belongs to me. If I had a car or a catalytic converter, it would be much more involved. How do you prove you own something you picked up on the street on trash night?

    Well, it's Florida. Isn't it a felony in Florida to take stuff out of dumpsters on construction sites or something like that?

    I am not sure if it is a felony but it is a crime. They like to throw several extra charges in when they can, like trespassing and such.

    Here in NZ the scrappers have to mark the copper with the sellers# & transaction #.
    Then they have to hold onto it for a month so the Cops can have a look at it first (just like pawnshops have to) then they pack & sell it.
    Some don't bother with cars as it comes under 'second hand car dealers' & that means they have to do the registration paperwork, that takes weeks, before crushing it.

    So if you walk down the street and see a pipe laying on the sidewalk do you have to go all over town to find out who owns it if you want to scrap it? I find a whole lot of stuff this way.

    The yard I go to just takes address, name, signature and car registration.
