Supply and Demand
Spring came early this year in most parts of the US. This caused an over abundance of scrap flowing earlier then normal. The mills have enough on the ground to drive the prices lower. They can still buy at whatever the price is and mills will still sell they have to move the material. It will go back up once they work through there current inventory in a month or two.
