I know of two parts that fit your description in a CRT TV.

Theres a 'time delay' component, I can't find a pic of it. Its inside a approx 2 inch x 1 1/2 inch x 1/4 inch plastic box, one of the top corners is cropped off, a 1/4x 1/4 triangle.
Conveniently its got DELAY' written on the side of it.

Normally it sits up on its 1/4 inch wide side, sitting on its soldered legs. Its base is a different colour from its plastic cap, which is normally blue & theres the two clips, one on each side holding the cap on.
Inside theres a 1 1/2 x 1 1/4 x 1/16 thick glass sheet. Its got a black diamond pattern on it, ie. Its glass, opaque with a grid of, say 10, 1/16 x 1/16 in size, black squares on it.
On its top & side edges theres some wires soldered to it.

The other bit is easyer, heres a pic, see the light blue glass insulator, normally they are white. Its inside the electron gun inside the neck of the tube.

To get it, break the glass pigtail inside the circle of pins on the tube, this will let the air in & so its safe now. Up till then it was **** dangerous.
Mucking around with CRT tubes with a vacuum inside of then is really really dangerous, think of a glass hand grenade......

Or, easyer, grab the board on the end of the tube, with both hands, turn it slowly like you turn a cars steering wheel, there will be a 'snap' & you will hear the air rush in, sometimes slow, sometimes fast, slows better.

Wear eye protection & heavy clothes, I'd go eyeglasses & face sheild & all skin covered, particually my arms & neck, since I have done a few of them & know what to expect.
