I wish i could offer more help.
The white reflective surface looks like the kind used between 1960 -1990. The blue & white is the combination used on a highway sign -or- a local road sign.
The oddball thing is that they usually use some other kind of sign for advertising prices. Cigarette,beer, and gasoline prices are changing up and down all the time.
Could it be for something else where the price is more stable ? Maybe a campground,a ferry service,a toll road,a towing service, an oil change ? Maybe entry fees for a state or national park ?
The biggest purchaser for that kind of sign is local,state, and federal govt.
Were the signs found at an old abandoned gas station ? A bit more of the back story of where they were found might provide a clue.
