What do you want to do?
Are you trying to become R2/Rios certified? if so, here's a site for ya. Certify Me Recycling If you're just trying to dive into setting up a business, you'll need to obtain an occupational license which you can get from your local city hall.
Whatever it is you are trying to do, I would start with the MN Sectetary of State:

I have never dealt with MNs SOS, but the people in N and S Dakota SOS offices have been very helpful to me.

lots of reading and plenty of forms to fill out but it will not cost you any thing. If you plan on breaking items down you will need to register as a recycler and an ewaste collector. my company is listed on the state website as Unwanted-Electronics

A person has to get certified to take apart an occasional computer or other electronics for scrap in Minnesota??? If so, does a person have to present that certification to a scrap buyer to prove you're a good obedient citizen of the people's republic?? How many other states require such "oversight"??
