I'd say it's pretty much a local issue combined with the owner of the dumpster...start with the owner and the city and go from there.

Where I live and work. The company I work for owns the dumpster. The buisnesses rent the dumpster from us. I asked my boss one time and he said that we own all the contents inside the dumpster. I also asked my relative about this subject who is a police officer and she did not know, but was going to check into it. I never heard back from her. When the police need something from the dumpster they have to call us and have us remove it for them.

When I was about 12 I was helping my father do some pump house repair work at a college apartment complex a few days after all the kids moved out. Landlord was filling 2 40yd dumpsters with the stuff they left behind. Filled a full size van to the roof with electronics of every type that I sold to people in school for over 500 bucks. Could have taken more but the van was full and it was a 1.5hr drive each way. **** rich kids just walk away and leave everything in the apt at the end of the school year....
Talking to the landlord he says he makes nearly 1k a year just on empty beer cans/bottles! He leaves a dumpster there just for empties and says he has to cash them in several times a year!
