I'd say both are close but no cigar. The VW forum wheels are the closest but the mounting area is different. Junkwerks' wheels have a flat surface while these have the lug holes cast into the spoke area. Mick's post to the wheels site is what originally popped into my head when I saw this. But the Enkei's are a flat wheel while this one is recessed between the lip and the mounting area and the Enkei's don't have the fake Allen head screws around the perimeter. My guess is that these are probably original Shelby wheels but were not standard equipment on any cars of the era. Just like an aftermarket thing. dryvr12 is right about Dodge partnering with Shelby in the early eighties. I looked up the Shelby Lancer wheel and came up with this:
