When I got to her, the fenders were off. The fenders are held on by three bolts. One was broken off and the other two were in by about three threads, on each side. I was abe to pull the broken bolts with the use of heat quite easily.
The internal threads were rusted fairly good. I didn't have the correct tap to chase the threads, so I improvised.

This is a trick I was taught a while ago. I have extra bolts around, so I grabbed my grinder with a cut off wheel in it and put some flutes into one. Then I put some anti-seize on the threads and ran them in the rusty holes. Once on each hole. I was then able to thread the bolts in by hand until the split lock washer stopped them.
