The idea should be limited government, and laws, not more. People are always going to take shortcuts to make a quick buck. If not with copper, something else. As for setting a max amount paid per pound, all that does is put a cap on the market and limit free trade of goods. I'm all for having scrap yards tighten their policies on what they take, when it comes to copper, but I'm not for having congress enact another law restricting our rights and freedom. Just my thoughts.
