They ended the program because they found they could modify the weather with HAARP and no longer needed to continue the old project. This was the main reason the Convention in your link was signed.

Our whole planet is in bad shape. We try our best to destroy it year after year, and I'm sure we will succeed sometime. I've seen tons of people who actually let things like this control their lives. You can speculate all you want on what exactly they are doing but these fears oppress you more than enlighten you.

When I was in the Marine Corps a friend of mine that worked for the CDC told me NEVER get a flu shot. It's amazing that people are worried about contrails but are willing to allow someone to inject an unknown substance into their body to help with a sickness they don't even have.

Eat right, exercise, take care of your body, and just enjoy life (we all have enough stress and problems without adding silly ones). Any day wasted on worrying about this garbage is one you can't get back. It certainly would be a shame to wake up one day and realize that you wasted years worrying about things you didn't understand and didn't happen.
