Take a wood chisel (or wide bladed screwdriver) and start down one side tapping gently on the legs and usually they will work up out of the hole. Then go to the other side and do the same. Occasionally you will shear off some of the stubborn legs but usually they will pull loose out of the solder.
You are pulling them from the low grade boards only,,, Right?

    * Compliments of Eesakiwi; "The 'flatpacks' I just use a boxcutter knife & cut thru all the legs on two sides of all of the chips, then I turn the board 90 deg & cut thru the other two sides of legs & the chip falls off."

Hate to see anybody ruining stuff from lack of knowledge. Just do as suggested and read the forum.
Each IC can be slightly different. CPUs are usually held in place. Visual inspection is all it takes to figure it out if you are mechanically inclined.

I find that the real small ic chips on a power supply board, I can just slide a small flat head under and end with no legs, and just pop it up, I only break maybe 1/75 chips tops.
