Isn't that a sheave on the right hand end of the generator--maybe someone was gonna do exactly what you have described? Like you say, it would be a beauty of a machine...

Yes someone had made an attempt at keeping this machine alive using a belt drive, should have gone with a direct coupling to a diesel engine.
