I have always been confused why states allow open carry, but concealed carry required a permit. A lot of crimes would be prevented if a criminal did not know who was carrying.

A similar bill just failed in South Dakota, but we can carry a concealed weapon in the capital with a permit. In the counties that I live in South Dakota and Wyoming, to get a permit you just have to take the sheriff out to coffee. I doubt criminals bother to obtain a permit. I am guessing South Dakota, Wyoming, and North Dakota will have the lowest crime rates in the nation.
Give back more to this world than we take.

Comes with having the lowest population.

Tucson has both. Crime hasn't dropped yet. Can open carry there an carry concealed. Texas is similar, as is Oklahoma if I recall and Arkansas. All still have high amounts of crime, gangs, etc etc. Yes there are gangs in Ok. and Arkansas. I know...killing each over sidewalks is crazy enough, now their doing it over cornfields. I KID I KID! They do have gangs tho.

An yes I own. An yes here in NC you can open carry also, lest I hope so. Cause I seen a buncha folks running with triggers on their hips.

Short version - Crime doesn't necessarily go down just because of firearm laws. An just for fun facts.....

North Dakota and South Dakota both already enjoy the ranking of "Top 5 lowest Crime rates". Wyoming is at 8th place.

    U.S. Crime Index State Rank

Note where Arizona(41) and Texas(38) place. Both allow concealed and open carry. Also note NM at 49. Higher ranking is bad..lower good. For those who don't visit the link.

As I said above somewhere...I own. As do others here in NC, yet we still rank in at 35.

    The 2nd amendments it's a good thing.

I've a "concealed" SD pistol permit for years but I can't remember the last time I had my larger pistol in a holster and on me. Just never feel the need. The pistol I carry around the most is my .22 Ruger Mk. II when I'm out trapping. I do have long guns laying around the vehicle uncased during the fall and winter on a regular occasion. Woe be the criminal who is fleeing a c-store hold up and I've stopped in after a hunting trip. I will play the righteous citizen and try to foil their escape. I won't shoot unless shot at first but I think I'd bet on my 12 gauge over a punk with a handgun. I don't think I'd want to be eating #2 steel or larger at 30 yards or less...

Funny you mention that Dakota, the part about the 12 gauge. I was just telling my wife the other day I wanted her to learn to use mine. Handguns are great and all..but nothing makes someone have to change their pants faster then the racking of shotgun. Heh. Plus...no need to aim. Point, fire..your hitting something(one).

Anyhoo..I would never want to be in such a situation, but if I ever am...I'll kinda know what I'm doing.

I see Maine is number 4 on the crime index. We have open carry and concealed carry. No permit necessary. No permit for concealed was just passed this November. I think it's one of those mentalities; if some nutcase goes on a shooting spree, at least someone can shoot back.

One can also point out..Chicago and Washington, DC both had bans on all firearms for decades.

DC led the nation in murders for a time in the 80s. Chicago...same thing.

So no guns...doesn't mean a drop in crime, nor does having one.

There are several reasons that North Dakota is changing its gun laws:

    1) in 2016, protestors set up camp(s) in Morton County, ND and harassed locals. These out of state protestors caused a lot of mayhem. More locals want to be armed.

    2) The oil patch boom in ND, brought in a lot of out of state workers. Sure, some are law abiding citizens, but some wanted trouble. Women were harassed, etc. Enough people
fed up and wanted to carry guns for self protection.

    3) Immigrants, etc. coming in the Fargo-Moorhead area have caused crime. Robberies, etc. have occurred. Locals want the freedom to carry, for self defense.
